Norfolk is an independent city of the state of Virginia, in the United States, not being part of any of the 95 counties in the state. It is situated on Hampton Roads Bay on the Atlantic Ocean and is the largest port in Virginia. It was founded by the English in 1682 on the site of the former native village of Skicoak, on the bank of the River Elisabeth. This city forms an extensive port complex, along with the city of Portsmouth, across the River Elisabeth. Its massive naval base is home to the US Atlantic Fleet.
